‘Smuggling’ in one political context is vibrant cross-border trade from a different political point of view. During the period from independence until the later part of the 1980s, smuggling – carrying goods across the border for subsequent re-sale – was regarded by Frelimo as morally equivalent to, and in fact as a form of candonga, and carried harsh criminal penalties. There are indications that Renamo used smuggling as a revenue source in certain periods.
